Help with a trigger based on a delay

Hi all.

 

I am trying to set up a scene where I get a notification when a device power is under a certain level for a certain period.

 

Basically the device drops in power to around 1.7W during normal use, but I want to receive a notification when the power is below 5W for longer than 2 minutes, as this tells me it has stopped working.

 

The notification side etc. is fine, but it is how to (in graphic blocks preferably) say send notification if device power <= 5W for greater than 2 minutes.  I also only want to send this notification once.

 

Any pointers would be greatly appreciated.
