LUA code to send a http command to a Itach Flex or similar network device

Hi

 

I'm new to the HC 3 and Fibaro and have only adjusted others code in vera before. I'd like to send a command like this http://192.168.1.3:3480/data_request?id=lu_action&output_format=json&DeviceNum=295&serviceId=urn:upnp-org:serviceId:SwitchPower1&action=SetTarget&newTargetValue=1 if possible. Any help would be very much appreciated from a total novice !
