Busy network when trying to include / exclude

Question

My HC3 is not allowing me to include or exclude devices.  I had a power cut last week and ended up doing a HC3 factory reset(i.e. lost all my devices). I excluded then included a few light devices on the new network to test it.  Subsequently, I found an earlier cloud backup from 6 months ago, so restored that (much happier now as 70+ devices restored), but after trying to force exclude the few I tested on the reset image the network shows as busy if I try to include or exclude any further devices?

sometimes a restart will clear some "hanging" in-or exclude setting.
