Does HC3 work ONLY with local wifi and even if internet is not available?

Hi,

Earlier in HC2 - the smart home setup of lights (connected by relays/dimmers - all those zwave modules) ware working happily within the network of local wifi directly when I/customer is inside the house and if wifi connected to network directly inside house...   - this is incase the internet service provider had some issue and Internet was not available into the local router...

But - NOW, with HC3 - I notice that if Internet is not there - the entire netowrk of zwave modules of dimmers-relays dont work!! so without internet, it is not possible to operate from APP even if I am inside the house and connected wifi of mobile to the local wifi network of my main router which is still creating its local wifi network (only now without internet)

Pls recommend if there is some setting or parameter to address this issue.
